Claggett, a Republican from Licking County and chair of the House Technology and Innovation Committee, explained that the goal of the bill is to maintain human control over machines, especially as AI systems advance and begin behaving more like humans

The law also emphasizes that AI systems remain tools under human supervision, without any legal rights or authority

Additionally, it prohibits marriage between humans and AI, or even between two AI systems

If an AI system causes harm or damage, the legal responsibility falls on the human developers or users, ensuring that final decisions and actions remain under human oversight
